Westbrook Primary School “School Street” and Red Route “No Stopping” Restrictions - Update

Further to previous correspondence, I am writing to inform you of the outcome of the consultation on proposals to introduce a School Street and red route restrictions around Westbrook Primary School. 

The proposals have been approved and will go live on Tuesday, 02 May 2023. Full details are provided below. 

Consultation Outcome

Consultation on the proposals showed support for the proposals to be implemented, and the Council has taken the decision to implement the School Street and red route restrictions. The report setting out the decision can be viewed here:

Scheme Details 

The school street access restrictions will operate between Monday to Friday, 8.15am to 9.15am and 2.45pm to 3.45pm, during school term time. Road users will be made aware of these restrictions by the placement of a “no motor vehicles” sign with the times these measures are in operation on Westbrook Road.

During these times, only pedestrians, cyclists, and vehicles registered by residents or school staff are permitted to enter Westbrook Road between its junction with Church Road and The Warren.

The scheme will come into force from Tuesday, 02 May 2023 at the earliest and parents and carers will not be permitted to enter the zone. 

The restrictions will be enforced by the Council through the use of CCTV, which could be either mobile or fixed cameras. 

The school asks parents and pupils to walk, scoot or cycle where possible. 

All unauthorised vehicles trying to enter the restricted areas during the specified times will be issued with a Penalty Charge Notice (PCN). 

Red route restrictions will also be introduced at various locations:

Double red line No Stopping “At Any Time” restrictions on Church Road and Upper Sutton Lane, at their junctions with Old Park Mews, Sonia Gardens and Westbrook Road. 

Single red line No Stopping Monday to Friday, 8.15am to 9.15am and 2.45pm to 3.45pm restrictions outside Nos.69–77 Upper Sutton Lane. 

With a few exceptions (e.g. stopping to allow an emergency vehicle to pass), no exemptions are available from red route restrictions. Any vehicle stopping on them risks receiving a penalty charge notice (PCN). 

Implementation

Work to erect the traffic signs at the boundary of the zone and to mark the red route restrictions are due to start over the Easter break and the scheme will ‘go live’ after the Early May Bank Holiday on Tuesday 02 May 2023.

Exemptions

Although the purpose of such schemes is to reduce motor traffic around the school, we recognise that for some families, disabilities or health conditions mean it is not always possible to use other forms of transport. 

Pupils with an Education, Health and Care (EHC) plan or holders of blue badges can therefore apply for an exemption which will allow them access to the School Street Zone at all times without penalty. Please note that exemptions do not apply to red route restrictions.
